汽車過戶或報廢遇難題

約20年的舊車登記在公司名下,負責人是甲,問題在該公司約10年前就停業(事實是換公司名且換公司負責人,公司統編也不同),甲則移民美國,車輛當時沒辦理過戶,現在車子想過戶或報廢,重點在前幾年台灣換過新版身分證,但甲沒回台辦理只有舊款身份證,監理所說這樣無法過戶或報廢,請問我該如何處理這輛車子呢?
PS.這車沒欠稅或缺繳任何費用過
