洪仲丘告別式在今天早上舉行，總統馬英九、國防部長楊念祖、及前部長高華柱，都親自前往上香。場外民眾看到馬總統到場，立即包圍抗議。短短100公尺的路程，馬總統走了將近15分鐘。馬總統表示，他知道洪家人對洪仲丘案的真相還是有質疑，重申會繼續追查，讓真相大白。

馬總統表示，行政院已經成立專案小組，優先將軍中凌虐部署、懲罰不當的案件移給交普通法院管轄。行政院將成立軍事冤案委員會，對於過去在軍中所發生的所有冤案，都將重啟調查，不會讓洪仲丘決白白犧牲，而是將這股力量轉成改革的動力。
