前副總統呂秀蓮明天將成立「公民罷馬聯盟」，今天她先發表「馬英九下台」聲明，批馬治國無方、治軍無力、親中媚共，又破壞憲政體系，已不適任國家領導人，應自行下台，並呼籲立委速提罷免。
