綠縣市要治水經費　江揆：勿用於華而不實活動

【徐珮君／台北報導】針對南部5縣市首長要求行政院繼續編列6年6百億治水預算，行政院長江宜樺今召集相關部會研商。江強硬反擊，強調地方政府應負起治水的責任，在平時就要做好經常性的疏濬整治工作，「不要將縣市經費優先用於華而不實的建設或活動，卻放任民眾超收地下水，或隨意在水土保持區內違建，等發生淹水災情後才向中央高分貝爭取治水預算。」

江揆並責成副院長毛治國組成跨部會的治水專案小組，在3個月內澈底檢討過去8年8百億各項治水工程成效，並從國土防災、綜合治水、立體防洪、流域治理等治水概念，提出下一階段整體治水計畫。專案小組除內政部、經濟部、交通部、農委會等相關部會外，也將諮詢專業領域學者專家的意見。

行政院官員轉述，會中有討論水利署提出的易淹水地區後續治理計畫，但治水涉及的層面很廣，例如現在外界質疑治水工程治標不治本、資源分配綁樁、偷工減料等問題，江揆因而指示「等釐清真正有效的治水策略後，再根據計畫籌措經費，而不是先編列龐大經費再設法消耗預算。」
