建商延遲交屋真的可以要求賠款嗎?

買了彰化冠鎮建設的透天預售屋已經快兩年了
合約書載明使用執照於101.9.30前申請出(但實際是在101.10底才申請出來)
重點也來了,合約書有寫於使用執照出來後6個月須完成交屋,否則賠款房地價款萬分之五
但截至目前為止還未交屋
原因:外水外電還未完成接通,當然我們住戶們也無法驗屋,更可笑的是建商無法接通外水外電竟也要求我們初驗,真的不知道這樣可以驗甚麼,我們也因此拒絕了初驗,但是還是很多住戶被其騙著完成初驗,而且據實際了解初驗到現在也都一兩個月了,還是未能交屋-原因如上,而且初驗卻失也都未見明顯修正

以上種種看來,我們這群住戶可以真的要求冠鎮賠款嗎?
